Brussels parlement wordt voorzitter van CALRE in 2023
Afgelopen december is de heer Rachid Madrane, voorzitter van het Brussels Hoofdstedelijk Parlement, verkozen tot voorzitter van de Conferentie van Europese Regionale Wetgevende Assemblees (CALRE) voor het jaar 2023.
De CALRE verenigt de regionale parlementen van de Europese Unie die wetgevende macht hebben. Het gaat om 72 regio’s, gelegen in zeven landen (Duitsland, Oostenrijk, België, Spanje, Finland, Italië en Portugal).
Met de benoeming van Rachid Madrane, die tot nu toe aan de werkzaamheden van de CALRE deelnam als voorzitter van het Brussels Parlement, wordt het voorzitterschap dus toegekend aan het parlement van het Brussels Hoofdstedelijk Gewest, wat ongetwijfeld een kans is om de synergieën en de nauwe banden die het CALRE met de Europese instellingen kan onderhouden, verder te versterken.
Opdrachten
Sinds de oprichtingsverklaring van Oviedo in 1997 heeft de CALRE tot taak de democratische en participatieve beginselen in het kader van de Europese Unie te verdiepen, de waarden en beginselen van de regionale democratie te verdedigen en de banden tussen de regionale wetgevende vergaderingen te versterken.
Structuur en werking
De CALRE bestaat uit een plenaire vergadering, waarin de voorzitters van alle parlementen die deel uitmaken van de Conferentie zitting hebben, en een permanent comité bestaande uit zeven voorzitters, één uit elk land.
Het voorzitterschap van de CALRE wordt elk jaar door een ander lid bekleed.
De CALRE omvat tien werkgroepen met de volgende thema’s:
- Subsidiariteit
- Gelijkheid en de demografische uitdaging
- Betere regelgeving en evaluatie van beleid
- Cohesiebeleid
- Opleiding in legaliteit en antimaffiacultuur
- Taalkundige en culturele diversiteit
- Migratiebeleid
- Natuurrampen
- Strategie voor duurzame ontwikkeling van de Europese regio’s
- Empowerment van vrouwen en bestrijding van gendergerelateerd geweld
Elk jaar neemt de CALRE tijdens de plenaire vergadering bij consensus een verklaring aan waarin de regionale dimensie van de Europese integratie wordt benadrukt en meer in het bijzonder de rol van de regionale parlementen bij de naleving van het subsidiariteitsbeginsel.
Brussels Parliament to chair CALRE in 2023
Last December, Mr. Rachid Madrane, President of the Parliament of the Brussels-Capital Region, was elected President of the Conference of European Regional Assemblies (CALRE) for the year 2023.
The CALRE brings together the regional parliaments of the European Union that have legislative powers. These are 72 regions, located in seven countries (Germany, Austria, Belgium, Spain, Finland, Italy, Portugal).
With the appointment of Rachid Madrane, who until now has participated in the work of the CALRE as president of the Brussels Parliament, the presidency is thus attributed to the Parliament of the Brussels-Capital Region, which undoubtedly constitutes an opportunity to further strengthen the synergies and the close links that the CALRE can maintain with the European institutions.
Missions
Since the founding Declaration of Oviedo in 1997, the CALRE has had the mission of deepening democratic and participatory principles within the framework of the European Union, of defending the values and principles of regional democracy and of strengthening the links between the regional legislative assemblies.
Structure and functioning
The CALRE has a plenary assembly, in which the presidents of all the parliaments that are members of the Conference are represented, and a standing committee made up of seven presidents, one from each country.
The chairmanship of the CALRE is held by a different member each year.
The CALRE has ten working groups on the following themes:
- Subsidiarity
- Equality and the demographic challenge
- Better regulation and evaluation of policies
- Cohesion policy
- Training in legality and anti-mafia culture
- Linguistic and cultural diversity
- Migration policies
- Natural disasters
- Sustainable Development Strategy for European Regions
- Empowerment of women and the fight against gender-based violence
Each year, during the plenary assembly, the CALRE adopts, by consensus, a declaration that emphasises the regional dimension of European integration and, more particularly, the role of regional parliaments in respecting the principle of subsidiarity.
